Motor RPM depends on the voltage applied. These are 3v or 12v motors. They run at full speed at voltage chosen - Between 5 - 300rpm depending on motor. At lower voltages they would run slower. So a 12v motor will run slowly at 3v.
Motors run backwards if the polarity is reversed.
